Students sitting exams in other countries bring other countries' rules with them, and the institution inherits all of them.

A distance programme with students in twenty countries is subject to considerations in twenty jurisdictions, not only its own.
What travels with the student
Data protection rules of their location, which in several regimes apply based on where the individual is.
Biometric statutes, some of which carry private rights of action and statutory damages.
Consumer protection and contract rules.
And in a few places, specific restrictions on remote monitoring that may make the practice unlawful outright.
What this means practically
The institution cannot assume its own jurisdiction governs everything.
A single configuration applied globally will be non-compliant somewhere, and the question is whether that somewhere has an enforcement route.
Mapping student locations against known restrictions is a manageable exercise and is rarely done.
Time zones and scheduling
A fixed exam time is the middle of the night for part of the cohort.
Which produces tired students in poor light, generating more flags, and the disparity is geographic rather than behavioural.
Windows rather than fixed times, where the assessment allows, and an explicit check of what the schedule means for the furthest students.
Connectivity
Bandwidth and reliability vary enormously, and proctoring is bandwidth-hungry.
A student on an intermittent connection will drop, reconnect and be flagged for it.
Know which locations are affected, set expectations, and apply the rule that connection failure is never an integrity signal — which matters most here.
Surveillance and safety
In some countries a recording of a private home, held abroad, carries risks for the student that have nothing to do with academic integrity.
Political material, religious items, the presence of particular people.
A student may have good reason not to record their home that they cannot safely explain.
Which is a strong argument for an alternative available on request with no reason given, and it is the case where that principle matters most.
Supplier location
Where the data is processed and stored, and whether that location has an adequacy arrangement with the student's jurisdiction.
Transfer mechanisms need to be in place and documented before students in that location sit anything.
And the supplier's own sub-processors, which are frequently in further jurisdictions again.
Practical approach
Map the cohort by country.
Take advice on the three or four largest concentrations.
Offer a supervised or alternative-format route everywhere, as the fallback that resolves most individual cases.
And record the analysis, because the question will be asked eventually and reconstructing it later is much harder.

Do you know where your students actually are when they sit?
Has anybody checked the rules for your largest overseas concentrations?
What does your exam schedule mean for the student furthest away?
And can a student decline to record their home without explaining why?
