What a Working Arrangement Looks Like

A description of the end state, assembled from everything here, as a checklist to measure a programme against.

Rather than a summary, a description of the arrangement these notes point toward. The operating model can be compared with the data-flow guide: clear roles, visible records and correction matter more than a crowded dashboard.

Scope

Proctoring applied to the assessments that need it, not to all of them.

A written justification for each, of one sentence, tied to consequence rather than convenience.

The rest redesigned: applied, open-book, staged, or orally defended.

And a supervised alternative available for every proctored assessment, on request, with no reason required.

Configuration

Thresholds set so the flag volume is reviewable, and reviewed against that criterion.

Signals with near-zero conversion to upheld cases switched off.

Behavioural analysis off.

Room scans limited to the work surface, or not used.

And per-candidate configuration available for access arrangements.

The human process

Every case passes a human who could decide otherwise, before the student is contacted.

Reviewers trained on judgement, with worked examples, calibrated quarterly.

Reviewer separate from the person who brings the case.

Two to five minutes per flag, budgeted and actually available.

And a written evidence hierarchy applied consistently.

What students get

A plain-language page, findable, before they agree.

A practice session on the real software, weeks ahead.

Notice that looking away, moving and brief interruptions are expected.

If flagged: prompt, specific notice, access to their own recording, a named contact who is not the decider.

And an appeal that can actually change the outcome, within a published time.

Data

Separate retention periods by category, with room scans shortest.

Biometrics deleted at the end of the assessment period, or not used.

Access logged and occasionally audited.

Deletion confirmed including backups.

And a known answer to what happens at the end of the contract.

Measurement

Seven figures, quarterly, seen by somebody who can change the configuration.

Flag and upheld rates disaggregated by group.

Appeal grounds tracked, and configuration changed when the same ground recurs.

And published in aggregate.

What it does not include

Automated decisions reaching students without human review.

Covering removal requests.

Behavioural biometrics.

Blanket deployment across all assessment.

And any claim that the system detects cheating.

The test

Can somebody state why each proctored assessment is proctored?

Can a flagged student see their recording?

Has an appeal ever changed a configuration?

And would you publish your flag and upheld rates?

A programme failing these is a detector rather than a system.

The point

A programme where nobody can say why a given assessment is proctored, where a student cannot see their recording, and where no appeal has ever changed the configuration, is a detector rather than a system..

Worth stating

Scope, configuration, human process, what students get, data, measurement.

A programme that can answer each of the six has bought a system; one that can only answer the second has bought a detector.
