Every signal in the previous notes has a gap. Taken together the gaps describe what remote proctoring cannot address at all. The limits become clearer beside the example on this page: an operational record can show part of a workflow, but it cannot establish understanding, authorship or intent by itself.
Before the exam
Obtaining the paper in advance, which is the single most damaging form of misconduct and is invisible to any session monitoring.
Paying somebody to prepare material.
Memorising answers from a leaked bank.
None of this produces a deviation during the exam, because there is nothing to detect.
Outside the frame
A note on the wall behind the laptop, at eye level.
Material on a second screen positioned behind the camera.
A person signalling silently from outside the camera's field.
The camera sees a cone. Everything else in the room is unobserved, and a room scan establishes only the starting state.
The substitute who passes
Identity checks establish similarity, not identity.
A determined impersonation with a genuine document and a similar appearance passes routinely.
Which means the measure deters the casual case and not the organised one, and that should be stated in any claim about what the system secures.
The contract-cheating channel
Work produced by somebody else and submitted as the student's own.
For coursework this is the dominant integrity problem in most institutions and proctoring does not touch it.
Which is worth saying inside an institution that has bought proctoring believing it addresses integrity generally.
The asymmetry, again
What is detected: the student who looked away, whose child came in, whose connection dropped, who muttered while thinking.
What is not detected: the student who obtained the paper, who prepared the room properly, who arranged a substitute.
The measure is best against the careless and worst against the determined, which inverts the usual justification and should shape what is claimed for it.

Overclaiming invites the obvious rebuttal, and the rebuttal will come from students who know exactly what it misses.
Credibility with the cohort is worth more than a strong sentence in a policy.
What to check
Does your integrity strategy address paper security and contract cheating, or only exam conduct?
What does your public wording claim the system prevents?
Has anybody listed the channels it does not cover?
And is the assessment designed so that the uncovered channels matter less?
