When Proctoring Is Genuinely the Right Answer

High consequence to third parties. A licence to practise, a safety-critical certification, a qualification that others rely on.

A genuine impersonation or assistance risk rather than a theoretical one.

A distributed cohort for whom supervised delivery is not available at reasonable cost.

And an assessment whose format cannot be changed — externally set, regulated, or where recall under constraint is genuinely what is being certified.

All four together make a strong case. Two of them make an arguable one.

The examples that qualify

Professional licensing where the regulator requires a proctored examination.

Certification examinations delivered internationally by a body with no estate.

Admissions tests with real financial incentives to cheat and no supervised alternative at scale.

These are not edge cases; they are a substantial and legitimate market, and the technology exists for good reasons.

What a good deployment looks like in those cases

Live proctoring rather than automated flagging, because the stakes justify the cost.

Identity verification proportionate to the impersonation risk.

A properly resourced review step and a real appeal.

Published rates: flags, cases, upheld outcomes, appeals succeeded.

And a supervised alternative for candidates who need one.

A programme with all five is defensible.

What does not qualify

Weekly class tests.

Formative assessment.

Assessment the institution controls and could redesign.

And any use whose real driver is that the contract covers it.
